An Urgent Appeal to UNO Secretary General
Dear Secretary General,
We, Sindhis and Balochs, the two historical nations now under the forcible occupation of Pakistan bring your immediate attention to our plight, helplessness, slavery and worst human rights situation at the hands of Punjabi civil and military establishment which controls Pakistan to the total racial exclusion of all other nations.
From last fifty seven years, these two nations which constitute more than 65% territory of Pakistan and collectively contribute 75% to the total revenue of the state of Pakistan have been forced consciously under an abject poverty and economic, cultural and physical genocide.
The basic social and political contract called Lahore Resolution of 1940 which guarantees the sovereign and autonomous status of all nations in Pakistan under which Sindh was made to join Pakistan in 1947 stands mutilated, abrogated, violated and trampled by the militarily powerful 28% Punjabi ethnic minority and 2% Indian immigrants.
It may be recalled that the state of Balochistan which was more autonomous under British colonisation than at present never joined Pakistan but was occupied forcibly by using Punjabi Air force jets in 1948. Other nations of Pakistan are Seraikistan and Pakhtoonistan. Balwaristan has also been occupied by Pakistan.
As a result of this wanton transgression and violation of the sovereign right of nations, Bengal, the biggest province, opted for independence in 1971 after bloody warfare and genocide at the hands of Punjabi military aided by its civil bureaucracy.
Recently, the military government of Pakistan has once again stepped up the genocidal and colonial campaign in the province of Balochistan. It is planning to settle Punjabi and Indian immigrants on the virgin land of Balochistan on the pretext of development in order to turn Balochs into minority on their own historical land.
Baloch people’s peaceful struggle against this senseless colonisation has been turned violent by arresting, torturing and killing hundreds of Baloch students and political workers. A reign of terror has been let loose upon the peaceful and innocent Baloch people whose only crime is to resist occupation of their land with all possible means guaranteed by International law.
You must be aware that these actions of Pakistani military junta are in clear violation of international treaties and conventions which guarantee every nation Right to self determination which includes the right to have control over their resources.
The military Junta is openly violating its own law as well as International covenant on civil and political Rights 1966, International covenant on Economic, Social and cultural rights 1966, International Convention on Racial discrimination 1966, Article 55 of the UNO charter, convention against torture 1985 and countless International treaties which forbid the uprooting of indigenous people from their ancestral land.
Punjabi Military Junta, through its policy of extermination of Sindhis and Balochs, has already stopped illegally the flow of Indus water down-stream Sindh and Balochistan which has created a widespread humanitarian crisis in both the provinces and the great Indus valley civilization is under imminent threat.
It has recently engaged in an open and violent rape of an innocent Sindhi Medical officer, Dr Shazia Khuwaja by a military officer who has been declared above law and is being personally protected by military Generals and unconstitutional military president himself.
This unconstitutional military President has openly threatened the genocide of Baloch people with sophisticated weapons on state-run TV and ordered its troops in large numbers to enter Balochistan and attack innocent people on various pretexts.
The military Junta is illegally building big dams and canals upstream despite of the consensual opposition of all four nations constituting 70% population of the country. These illegal dams are aimed at strangulating Sindh and Balochistan economically and rendering their precious lands into a virtual desert.
The military junta has robbed Sindh and Balochistan of its legitimate income which constitutes 75% of the total annual Budget of Pakistan and closed all doors of gainful employment to poor Sindhis and Balochs on one pretext or other where poverty rate has skyrocketed to more than 60%!
These resources of Sindhis and Balochs are spent on the civil and military industrial complex of this empire in order to create war-like situation on this peaceful land of subcontinent to the detriment of whole region. Military Junta is holding this whole region a hostage to ransom which is being recovered from Sindh and Balochistan. It has destroyed Afghanistan for its selfish irredentist motives by supporting dark forces of history called Taliban.
Junta has created its own terrorist outfits in order to counter the secular and democratic Sindhis and Balochs and loot and plunder their resources in the name of Islam and Pakistan. Military Junta unashamedly exploits religion in order to perpetuate its control over Sindh and Balochistan. Its drama of religion is simply to rob Sindhis and Balochs.
Unrepresentative and puppet governments have been imposed upon Sindh and Balochistan through horse-trading and fraudulent electoral process which is being remote-controlled from Islamabad. It has turned the Federation into a virtual centralised and monolithic empire concentrating all powers in centre and trampling even its own self-made laws.
An institutional and conscious policy of racial discrimination has been embedded by the central government to exclude Sindhis and Balochs from all so-called Federal (central) goverment, semi-government and autonomous institutions and both these nations which constitute 30% population of Pakistan and give it 75% revenue have less than 2% representation in the Federal Government!
We remind you that International Convention on racial discrimination clearly states that "any discrimination on the basis of race, national origin and language is totally outlawed". But the State of Pakistan is violating this crucial international law with callous disregard. Its laws and rules favour only ethnic minority of Punjabis which predominantly controls military, civil bureaucracy, all Federal Govt and even the Country’s Cricket Team to the racial exclusion 70% population of the country!
We may further remind you that when this situation was created by the former racist Government of South Africa where white minority unleashed racial discrimination against Black people, it was subjected to wider international sanctions. Unfortunately, this State is being rewarded by the international community. Perhaps, the blood of Sindhis and Balochs is cheaper than South Africans though all human beings are equal.
We may bring to your kind attention that Cricket Team of South Africa being all white was banned internationally but no such action seems to have been taken when Pakistani Cricket Team for all practical purposes is all Punjabi and Indian immigrant to the total exclusion of 70% population of the country.
It is heinous international offence to perpetuate racial discrimination against fellow human beings but this regime openly practices this crime without any iota of shamefulness. As a result of this wholesale apartheid Pakistan has been rightly nicknamed as â?~Punjabistanâ?T in whole of South Asia.
This regime totally controls English and Urdu media and has created iron curtain between itself and outside world. Sindhi and Baloch media is under vicious state control. Any foreign journalists are either intimidated or killed if they try to visit the country in order to know the truth. The brutal and inhuman murder of Wall Street journalist, Daniel pearl in 2002 by Pakistani agencies is a case in point.
We appeal your esteemed organisation being the conscience of the world to take immediate notice of the cultural, economic, physical genocide and worst racial discrimination against Sindhis and Balochs in Pakistan.
We at the same time applaud your decision to put the name of Pakistan among the countries capable of committing genocide in future which they have already started.
It is high time to take cognizance of these grave violations of the state and International law, otherwise it will be too late and the two peaceful and proud nations will bear immeasurable human, physical, cultural, economic and political cost, with international community watching as a silent spectator.
We appeal you earnestly that this grave human rights and humanitarian situation must be brought to the notice of UN Security Council, esteemed General Assembly and UN Commissioner for Human Rights for taking appropriate and strong action against the present military junta in Pakistan.
